Build index URL displays "Error: Invalid action" in Low Search

In EE 3.5.11 with Low Search 5.2.0, I am getting an EE system error (or maybe Low Search error) when trying to access the build index URL: "Error: Invalid action". The Low Search add-on page shows a build index URL in the form of http://www.mysite.org/index.php?ACT=5... key]. I have confirmed that the action ID matches what is in the exp_actions table, and the license key is correct.

FYI, the Open Search URL works fine; just not the Build index URL. I could provide the actual URL privately if that would help. Screenshot is attached.

    To clarify, the Build index URL is in the form of [site URL]?ACT=[id]&key=[license key]. Not sure if this is clear from the link above. Also, sorry for the duplicate screenshot attachments :)

    I should mention this explicitly in the docs, but the Build index URL requires at least either a collection_id or an entry_id to work. Rebuilding the whole index (ie. all entries across all collections) can potentially take up a lot of resources, hence the restriction.
