Ability to allow encoded search queries or not, on a per-search basis

Hi Low,

I have query encoding disabled as in on my site, it stops some of the more complex searches from working in an extranet (going over a certain amount of characters in the URI).

But on the public facing pages, I'd like to enable it so that users don't see all the search parameters, and so that I can use segment conditionals (as otherwise, I run into the same issue that's here: https://getsatisfaction.com/low/topic..., though as this site uses EE 2.5.5, I can't use the {current_query_string} variable as a workaround).

So it'd be nice if we could have the ability to encode searches or not on a per-search basis (rather than the current global setting), using an 'encode' parameter as mentioned in the above thread.
