How is low_search_score determined?

How is low_search_scored calculated? I ask because of what I consider to be a confusing result. Let me explain...

For the word 'emergency' I have a page earning a score of 1.66 where the word is used 5 times on the page, all in the main field, which I set the weight to 2. On another page earning a score of 1.64, the word is used 10 times, once in the title and 9 times in the main field. I would expect the results to reversed and IMHO, the page with 1.64 score is the better result.
