And when i try to click on Low Reorder under the Modules section i also get this same error. And i took a look and helpers/low_reorder_helper.php is definitely there.

Can you try and re-upload the files and make sure they are readable on the server?

i have re uploaded the files and the helpers directory permissions are set to 755 and the low_reorder_helper.php file's permissions are set to 644. Also i just uninstalled it but when i try and access the extensions area in the CP i still get the error message saying that it can not load the file which it shouldnt be looking for at all as it has been uninstalled. Than i went to check the database and the columns for low roerder were definitely erased in the exp_extensions and the exp_modules tables. Does Low Reorder use any other tables?

Weird. Never come across this.
Low Reorder does use its own database tables: exp_low_reorder_sets and exp_low_reorder_orders.
What's your server configuration? Apache / php versions and EE version?

Weird, under Version and Build it says:

even when i uninstall it it still trys to read it so i assume something is being left in the database that is responsible for letting expression engine know to call that Module. Do you know which table holds the info that does this?
Also i looked into the exp_module_member_groups and after uninstalling the module nothing in there changes and i just want to make sure that it is supposed to not hold an id or something for Low?

By the looks of the EE installation, you're running EE 2.1.0. Please upgrade to the newest EE version -- Low Reorder 2 is compatible with EE 2.4+.

Great thankyou. I updated EE and it seems to work now!
