Member groups being bale to see LowSpam section in control panel

Is there a way another member group can see the LowSpam section on the footer of the Control Panel?

I have test with other accounts to with all options selected, but no luck in it showing.

   You should be able to set that in the Accessory options at Add-ons > Accessories > Low NoSpam.
